Have you ever reached out to Brian Thomas - morning show host at 55KRC in Cincinnati? Seems like the right audience for your proposals and ideas. I could see a regular segment similar to what you have with Bruce Hooley in Columbus. I'm not familiar with 94.5FM - would think you would have a much wider audience on 550.
